Is this possible? What happens to the feedback? Does it mesh together or can we cut it by custom date periods and create a report?

Changing a question every so often is entirely possible, however, the data from the previous question will merge with the data from the new question, as it will be technically the 'same' survey. Nevertheless, when we change the question, we won't lose the previous data and although we won't be able to separate the data by questions, we will be able to do so by using our functionality of reporting periods. We will be able to create reports for each custom date period, however, you would have to keep a record of what question is used for each period so that when we pull data from the survey dashboard for a specific date period, we can then know what specific question it corresponds to. We can also remove (not delete) questions from a survey meaning you can still analyse it separately if you wish.
